This is a Cardinal Character Jug in large size by Royal Doulton. These pieces are also sometimes referred to as a Toby or Toby Mug.
Cardinal Name Origin
This character was made as likeness of Henry Irving, a Victorian actor who played the part of Cardinal Thomas Wolsey in Shakespeare's Henry VIII. Earlier jugs had brown hair and newer jugs had either grey or white hair. This particular jug seems to have grey hair which suggests that it was likely produced in circa 1945.
